Russian President Vladimir Putin delivered a significant speech at the plenary session of the 16th BRICS Summit, addressing pressing global issues and Russia’s role in the international arena.

Ukraine: A Security Concern

President Vladimir Putin emphasized that Ukraine is being used to create critical security threats to Russia. He warned that those attempting to inflict a strategic defeat on Russia are misjudging the nation’s history, suggesting their expectations are unrealistic and based on illusions.

Middle East: A Region on the Brink

The escalating situation in the Middle East took centre stage in Putin’s speech. He expressed deep concern over the region’s ongoing conflict, noting that the recent escalation has brought the Middle East to the edge of full-scale war. The Russian leader highlighted several key positions:

  • Russia opposes all forms of terrorism.
  • Stabilizing the situation in the Middle East is a priority.
  • A call to end violence in the region and resolve the conflict based on globally recognized principles.
  • Acknowledgement of historical injustices in the Palestinian territories as a barrier to peace.
  • Advocacy for a comprehensive political process to achieve a lasting settlement.
  • Putin noted that all BRICS countries share a deep concern for Gaza, emphasizing the need to explore all possible avenues to reduce tensions.

BRICS Plus Outreach: Expanding Dialogue

Putin praised the effectiveness of the BRICS Plus outreach format, which he said facilitates open and direct communication among nations.

As the current chair, Russia invited leaders from neighbouring countries and prospective BRICS members to the summit. He also extended an invitation to all interested nations to participate in the development of the “North-South” corridor and the Northern Sea Route.

Global Politics, UN, and Financial Reforms

Putin addressed a wide range of issues related to global governance and financial systems:

  • He acknowledged the challenges in transitioning to a fairer world order, noting that certain forces are resisting this change.
  • Putin emphasized the United Nations’ role in maintaining global peace and security.
  • He advocated for greater representation of African nations in the UN Security Council, especially in light of the BRICS Summit, which saw a strong African presence.
  • The Russian leader called for overdue reforms in UN development institutions and global financial structures.
  • He highlighted the rise of a new wave of global economic growth, particularly in countries from the Global South.
  • Putin stressed the need for alternative financial systems free from external influence, urging increased access to technology for the Global South and efforts to combat climate change.
  • Lastly, he pointed to Russia’s contributions to global food and energy security as a cornerstone of its international engagement
