Verkhovna Rada Committee supported the Bill on geographical indications of alcoholic drinks

The Verkhovna Rada Committee on Agrarian and Land Policy on October 6 supported the governmental Bill on geographical indications of alcoholic drinks (No. 6480), prepared for the second reading.

It is reported by the press service of the Ministry of Agrarian Policy and Food.

It is noted that the Law No. 6480 was adopted in the first reading on July 29 and received 231 proposals and a ruling from which the overwhelming majority is taken into account.

The majority of amendments concerned the editing of the terminology equipment, and the current edition is as close as possible to the formulation of Regulation (EU) No. 2019/787 of the European Parliament and Council (EU) of 17 April 2019 on the definition, description, presentation and labeling of alcoholic beverages, the use of alcohol names, protection of geographical indications of alcoholic beverages, use of ethyl alcohol and distilates of agricultural origin in alcoholic beverages.

The document, in particular, introduces the definition of “alcohol drink”, the classification of alcoholic drinks and general requirements to them, and establishes uniform rules for the definition, description, presentation and labeling of alcoholic beverages.

In addition, requirements for ethanol and distilates are fulfilled, which are used for the production of all alcoholic beverages.

The Law stipulates the range of subjects who have the right to register a geographical indication of alcohol and establishes the procedure for the approval of the specification of alcohol, which is the basis for production of alcoholic beverages with geographical indication.

A system of control over geographical indications of alcoholic beverages and responsibility for violations in this sphere is also being introduced.

As was reported before, on September 20, the Verkhovna Rada of Ukraine adopted the Bill No. 4079, which improves the maintenance of the State Register of geographical Names, the registration and registration of geographical names.

Geographical indication is a sign that is applied to the product packaging and testifies to its high quality, a long-term tradition of production and a special connection with the territory where it is produced. There are many products that are not allowed to be used by unregistered manufacturers.

It is noted that the document provides for partial compensation of expenses and subsidies for development of economy, in particular for future construction and purchase of equipment. It is about state support for producers who lay fruit and berry plantings, vineyards and hmulberry, and grow vegetables.

Such manufacturers partially compensate expenses for: Purchase (growing) of garden material and seeds, carrying out of works and purchase of materials for construction of wallpaper (including with anti-gravel coating), construction of microirrigation systems (drip and micro-saving), reconstruction of refrigerators, construction of laboratory complexes for production of windless garden material.

Those entrepreneurs who produce and store animal and poultry feed will also be able to count on compensation. The costs of construction of new and/or reconstruction, modernization, overhaul of existing internal irrigation systems will be covered.

In addition, if the agricultural producer has developed a project and has approved a project-estimate documentation (a mandatory requirement), he will be able to receive partial payment subsidies: acquisition of garden material, carrying out of works and purchase of materials for construction of wallpaper and installation of systems of drip irrigation, as well as construction of refrigerators and shops of primary processing of grapes, fruits, berries and vegetables of own production.

It will also be possible to get a grant for: Construction and reconstruction of facilities for fruit growing, berries, garden material, table grapes and vegetables in closed soil (including modernization of heating systems of such facilities), acquisition of lines of commodity processing of fruits and vegetables and automated lines of drying of fruits, berries and hops of own production, as well as lines for processing of fruits, berries, vegetables and technical grapes for juices, puree and wine materials grown in own economy.

The bill provides grants for the construction and reconstruction of livestock farms and complexes for the maintenance of agricultural animals and poultry, fish farms, pasik, milking halls, agricultural processing and storage facilities.

The Ministry stressed that the business entity, which received partial compensation, will not have the right to receive a state grant for the same object. The Cabinet of Ministers will set the procedure for paying the grant.
