Work on deregulation of economic activity in Ukraine continues

In order to establish a set of binding rules, rules, requirements for environmental protection, The use of natural resources and ensuring environmental security are carried out environmental regulation and the receipt by economic entities of documents of a permissive nature.

As part of the special use of natural resources, citizens, enterprises, institutions and organizations are provided with the possession, use or lease of natural resources on the basis of special permits, for payment for production and other activities.

Economic measures for the protection of the environment shall include, inter alia, the establishment of limits on the use of natural resources, the release of pollutants into the environment; the establishment of environmental tax rates; compensation for damage, as appropriate, caused by a violation of environmental legislation.

The review recommended the elimination or modification of a total of about 90 per cent of the regulatory instruments in the areas of competence of Minsreda and its coordinating bodies.

Almost 45 per cent of authorizations or procedures should be canceled, including:

– agreement on the lease of land in the complex with the water object located on it;

– Coordination of the technological project for the return of the associated formative waters of oil and gas deposits to the groundwater;

– coordination of the boundaries of the zones of sanitary protection of water bodies;

– permission to carry out agricultural, forestry and other production activities within the sanitary zones aimed at obtaining commercial products;

– permission for the construction of social and public facilities, scientific research within the sanitary and protective zones;

– permission to carry out work on the land of the water fund (except for the exploitation of dredging) within the coastal protection strips along the seas, bays and estuaries, in the inland sea, estuaries and territorial sea;

– entry of information on economic entities into the State Register of Business Entities, which accept and/or disassemble the used vehicles.

Some of the tools that are proposed for deletion are outdated or have become obsolete, and some have not been requested at all since their introduction.

Another 45% of authorisation tools should be updated, of which about 40% should be digitized.

Ukraine’s regulatory environment and business climate continues to improve.
