China’s Wingtech Appeals Dutch Decision to Control Chip Subsidiary Nexperia 🇨🇳🇳🇱

Date:

Chinese semiconductor company Wingtech Technology has formally appealed to the Dutch government, challenging its decision to take control of its Netherlands-based computer chip subsidiary, Nexperia. The appeal comes amid a high-stakes standoff between China and the Netherlands over control of critical chip technology and supply chains. The Dutch government initially seized effective control of Nexperia in late September, invoking a rarely used Cold War-era law, the Goods Availability Act (GAA).

The Dutch government cited national security concerns and “serious governance shortcomings”—specifically allegations that Nexperia’s former Chinese CEO was attempting to move crucial technological knowledge and capabilities to China—as the reason for its intervention. This move followed mounting pressure from the United States after Wingtech was placed on the US Entity List. Beijing retaliated by temporarily blocking the export of Nexperia chips from its Chinese factory, which disrupted the global automotive supply chain, forcing production delays at major carmakers like Honda. In a gesture of goodwill, the Dutch Minister of Economic Affairs suspended the administrative order under the GAA on November 19, following constructive meetings with Chinese authorities. However, the order’s suspension does not constitute a full revocation, and a parallel Dutch court ruling that removed Nexperia’s Chinese CEO remains in effect. Wingtech’s appeal aims to fully regain operational control, highlighting the deeper geopolitical risks now embedded in the China-Europe semiconductor supply chains.
