Brasília Hosts Pre-COP30 to Forge Consensus Ahead of Belém Climate Summit

Brasília is set to host the Pre-COP30 on October 13 and 14, 2025. This high-level, ministerial gathering is a crucial preparatory step, although not officially part of the UNFCCC calendar. It aims to facilitate consensus among the 65 invited UNFCCC member delegations on key negotiation points before the main Climate Conference, COP30, takes place in Belém, Pará, from November 10 to 21. Over 600 participants, including delegates and observers, are expected to attend the two-day event at the Brasil International Convention Center.

The meeting offers a strategic opportunity for countries to collectively reflect on the ten years since the Paris Agreement entered into force, reviewing its challenges and opportunities. The agenda focuses on pivotal issues for global climate action. Key topics include advancing discussions on adaptation strategies, promoting a just energy transition, following up on the crucial Global Stocktake (GST) findings, and addressing climate action related to forests and renewable energy. The Pre-COP is essential for smoothing out disagreements and setting a constructive tone for the official negotiations in Belém.The opening ceremony is anticipated to feature top Brazilian officials, including President Luiz Inácio Lula da Silva, alongside ministers such as Marina Silva (Environment and Climate Change), Fernando Haddad (Finance), and Sonia Guajajara (Indigenous Peoples). Brazil was unanimously elected as the COP30 host during the COP28 plenary in December 2023. The Brazilian presidency will officially begin in Belém in November 2025 and continue through November 2026.
