The sixth meeting of the EU-Ukraine Subcommittee on Trade and Sustainable Development was held in Kyiv via videoconference, where progress was reported on reforms in the field of labor relations, safety, and labor protection.
Positive Progress on Employment during Martial Law
The Ukrainian delegation informed the EU about their progress in maintaining employment during martial law. In 2022, the State Labor Service of Ukraine underwent reforms that saw the number of administrative and management staff reduced, while the number of labor and safety inspectors increased. The delegation reported that reforms were underway to improve labor relations and safety protection, showing Ukraine’s commitment to implementing the EU-Ukraine Association Agreement.
Commitment to Climate Change Mitigation
The parties also discussed the importance of implementing commitments under the Paris Agreement on Climate Change. The Ukrainian delegation reported on steps being taken to mitigate the damage caused to the environment by Russia’s armed aggression, and the progress made towards drafting a framework law “On the Basic Principles of Climate Policy of Ukraine.” Both parties discussed the impact of Russian aggression on the environment and the need to work together to address this issue.
Continued Cooperation and an Open Civil Society Forum
The EU and Ukraine agreed to continue their cooperation on issues covered by Chapter 13 “Trade and Sustainable Development” of the Association Agreement. They will also consider the draft Decision on the establishment of the Group of Experts on Trade and Sustainable Development in the fourth quarter of 2023, with a view to including the full composition of 15 experts at once.
On March 14, 2023, an open Civil Society Forum will be held where the Subcommittee will inform participants about the issues discussed during the meeting and the agreements reached.
