On February 15, 2023, the European Commission released the report «Comparison of the European Framework of Qualifications and the National Framework of Qualifications of Ukraine», prepared jointly with Ukrainian and European partners, in particular the European Foundation for Education.

“For a long time Ukraine has had a permanent National Qualifications Framework, agreed with both the Framework of qualifications of the European Higher Education Area and the European Qualifications Framework, which is a key factor in ensuring fair and transparent recognition of qualifications awarded by Ukrainian educational institutions. In the context of full-scale war and massive internal and external displacement of persons with Ukrainian educational documents, work on raising awareness about the Ukrainian education system takes unprecedented importance”, – said the Minister of Education and Science of Ukraine Sergey Shkarlet.
The report is the result of a pilot project to study the significance of comparing the national qualification framework (NQF) of third countries with the European Qualifications Framework (EQF). This is an important step that will facilitate the recognition of qualifications and skills between EU Member States and non-EU States, improving cross-border career opportunities, employment and training for individuals, etc.
To facilitate the integration of Ukrainians into the EU, the Directive on Temporary Protection was unanimously adopted on 1 March 2022, which grants special rights to Ukrainian citizens fleeing the war, in particular the right to housing and employment in any statemember of the EU for a period of up to three years. To facilitate the integration of displaced Ukrainians into the EU labour markets, it is necessary to understand their skills. The report makes this possible by comparing Ukrainian qualifications with EQF.
This report is the first in-depth comparison and analysis that will be a useful tool for practitioners, politicians, educational institutions and citizens both in Ukraine and abroad. It is part of a broader European Commission initiative to work with countries outside the EU, as outlined in the 2017 EQF Recommendation.
In addition, an online event will be held on 27 February 2023, during which the published comparative report will be presented and discussed. The event can be attended by practitioners, representatives of authorities, educational institutions, communities from Ukraine, the EU and other countries. Pre-registration is open for the event.
