Russian Ministry of Education Considers AI Integration, Cautions on Risks to Critical Thinking

The Russian Ministry of Education and Science is currently undertaking a comprehensive review of the feasibility, risks, and benefits of integrating Artificial Intelligence (AI) tools into the higher education system and scientific activities.

The ministry explicitly stressed that while the use of AI is being considered, it is crucial to fully account for the associated risks, especially those posed by generative neural networks in the educational process. The primary benefits of AI integration, according to the Ministry, should be focused on minimizing the “routine workload” for students while simultaneously contributing to the development of their “cognitive abilities, social skills and critical thinking.”

This measured approach aligns with broader national security concerns. Just one day prior, on October 17, members of the Scientific Expert Council of the Russian Security Council developed approaches to “neutralize threats” to national interests posed by the development and use of AI technologies. The goal for the education sector is clearly to leverage AI for efficiency without compromising the depth of learning, core skills, or national security interests.
