ByteDance and Casa dos Ventos Launch $9.1B Green Data Center in Brazil’s Ceará

TikTok’s parent company, ByteDance, is partnering with Brazilian renewable energy firm Casa dos Ventos to build a colossal US9.1billion(R50 billion) data center in the Pecém port complex in Ceará. This ambitious 300-megawatt facility marks one of Latin America’s largest digital infrastructure projects and positions Brazil as a strategic leader in the global data economy, leveraging its abundant renewable energy resources. According to Brazil’s Mines and Energy Minister, Alexandre Silveira, construction is slated to begin within six months. The data center is expected to significantly boost Brazil’s capacity as a regional hub for data storage and processing, serving TikTok’s rapidly expanding user base across Latin America.

The project is strategically timed to align with Brazil’s new REDATA tax incentive program, which takes effect on January 1, 2026. This sweeping initiative suspends key federal taxes (II, IPI, PIS/Cofins) on imported ICT equipment, providing a massive financial advantage for the ByteDance-Casa dos Ventos partnership, which has approximately one year to import and assemble its high-tech infrastructure. The REDATA program mandates strict environmental commitments, requiring participating data centers to operate using 100% clean energy and achieve a low Water Usage Effectiveness (WUE) score.The partnership with Casa dos Ventos, a wind power giant, underscores the project’s green focus. Casa dos Ventos plans to use a closed-loop liquid cooling system, which could drastically cut water consumption. Furthermore, to benefit from the tax breaks, the initiative must invest 2% of project spending into Research and Development (R&D), with a specific incentive for projects based in the Northeast region. This large-scale investment is expected to create thousands of jobs, accelerate Ceará’s emergence as a digital-technology corridor, and signal a new era where cloud computing and renewable energy infrastructure converge.
