Ukraine has taken a significant step in promoting intellectual property (IP) development and innovation. In a positive move, Ukraine’s First Vice Prime Minister of Ukraine and Minister of Economy, Yulia Svyrydenko, signed a Memorandum of Understanding with the World Intellectual Property Organization (WIPO), cementing a strong collaboration between the Ministry of Economy of Ukraine and the specialized UN agency. The signing ceremony was held during a meeting with WIPO Director General, Mr. Daren Tang, where both parties agreed on the terms of the Memorandum.
Supporting Ukraine’s Economy and Creative Potential
With this crucial partnership in place, Ukraine aims to strengthen its economy and contribute significantly to overcoming the challenges posed by the war. The focus is on nurturing the scientific and creative talents of the Ukrainian people, while simultaneously opening doors for new cooperative ventures to support the nation’s development and reconstruction.
The Memorandum outlines an ambitious roadmap for cooperation between Ukraine and WIPO in the field of intellectual property. The key areas of collaboration include attracting international technical assistance and financial resources to bolster the IP and innovation sectors, with an emphasis on supporting SMEs, researchers, and representatives of the creative sector that have been affected by the war.
The Memorandum also prioritizes strengthening the capacity of Ukrainian institutions to access patent and non-patent databases. Furthermore, it advocates for the adaptation of the National Strategy for the Development of Intellectual Property of Ukraine, taking into account the challenges posed by the war.
Empowering Human Resources and Digital Transformation
Another important aspect of the partnership involves the development of human resources in the IP sector. This will be achieved through educational programs facilitated by the National Intellectual Property Training Center, with the invaluable support of the WIPO Academy. Plans are underway to implement specialized master’s degree programs in IP, ensuring a steady flow of skilled professionals to drive innovation in Ukraine.
Ukraine and WIPO will collaborate on establishing and maintaining the national network of Technology and Innovation Support Centers. This effort will facilitate knowledge exchange and provide vital assistance to aspiring inventors and entrepreneurs.
Recognizing the importance of dispute resolution in fostering a favorable environment for innovation, the Memorandum supports the development and functioning of the Mediation and Mediation Center at the National Intellectual Property Authority. Furthermore, to embrace the digital era fully, the partnership emphasizes the digital transformation of the IP and innovation sphere.
