In a momentous step towards transforming the education sector, Ghana has unveiled an Information and Communication Technology (ICT) Competency Framework for Teachers. This comprehensive framework aims to equip educators with the necessary skills and knowledge to effectively integrate technology into teaching and learning processes.
The development of the ICT Competency Framework was a collaborative effort involving national agencies such as the Ministry of Education, the National Council for Curriculum and Assessment (NaCCA), the National Teaching Council, CENDLOS, and the Ghana Education Service. A specially appointed committee, comprising teacher representatives and university scholars, spearheaded the work with support from technical experts from UNESCO under the UNESCO-Korea Funds-in-Trust Project “ICT Transforming Education in Africa”.
Empowering Teachers for the Future
Addressing participants at the validation workshop in Accra, he stressed the importance of equipping young people with digital skills and acknowledged the pivotal role teachers play in this process. The ICT Competency Framework is hailed as a significant stride towards preparing teachers for the future.
The ICT Competency Framework for Teachers provides a structured roadmap for teachers to enhance their proficiency in utilizing ICT tools and resources. It comprises four main strands—people, policy, curriculum, and technology—and encompasses 14 competency standards across three levels of progression: beginner, intermediate, and advanced. This framework will serve as a reference for developing modules for in-service teachers and incorporating it into the pre-service curriculum.
Enhancing Teaching Styles and Facilitation Techniques
Educators will apply various teaching styles and online facilitation techniques. The framework also emphasizes the importance of professional development through the sharing of best practices using social networks. It encourages integrating principles of gender equality and social inclusion within digital learning spaces and supporting learners with special needs through assistive and adaptive technologies.
Policy, Curriculum, and Technology Integration
The “policy” emphasizes professional values, legal issues, and ethical principles related to ICT. The framework highlights the integration of global core skills, learner-centered approaches, and technology-enabled assessment methods within the “curriculum” strand. The “technology” strand focuses on building teachers’ ICT competencies and their ability to utilize various digital tools, including emerging technologies like virtual and augmented reality, Artificial Intelligence, and 3D printing.
The ICT Competency Framework for Teachers will be instrumental in the continuous professional development of teachers and the pre-service training curriculum. The National Teaching Council (NTC) and the Ghana Tertiary Education Commission (GTEC) will ensure its integration into the award of professional development points and the curriculum of pre-service teachers, respectively. The official launch of the framework is slated for June 2023.
Through collaborative efforts and a focus on empowering educators, Ghana is paving the way for a future-ready education system that prepares students with essential digital skills.
