Central Government to Introduce Bill Merging UGC, AICTE, NCTE into Single Regulator 🇮🇳💡

The central government is set to introduce the Higher Education Commission of India (HECI) Bill 2025 in Parliament, marking a significant step toward implementing the National Education Policy (NEP) 2020. The core proposal of the HECI Bill is the merger of three major existing regulatory bodies—the University Grants Commission (UGC), the All India Council for Technical Education (AICTE), and the National Council for Teacher Education (NCTE)—into a single, unified regulatory authority. This move is designed to simplify the complex and often overlapping regulatory landscape that governs higher education in India.

The proposed HECI will function primarily as a “light but tight” regulator, focusing on setting academic standards, ensuring transparency, and promoting the quality of education across all disciplines. Under the new structure, the HECI will have no jurisdiction over the funding aspect, which will be handled by a separate entity, allowing the HECI to concentrate solely on academic and quality regulation. The UGC’s current role of disbursing grants will be transitioned to a dedicated funding body, ensuring a separation of powers and responsibilities.The introduction of the HECI Bill is viewed as a crucial structural reform that will accelerate India’s goal of achieving a Gross Enrolment Ratio (GER) of 50% by 2035 and internationalizing the country’s education system. The proposed HECI will have four main verticals: Regulation, Accreditation, Funding, and Standards Setting, aiming to reduce bureaucratic hurdles and improve efficiency for both new and existing higher education institutions.
