Brazil Launches National AI Strategy Focused on Public Services and Industry

Brazil has officially unveiled a comprehensive National Artificial Intelligence Strategy aimed at accelerating the use of AI across public services, industrial production, and strategic economic sectors. The strategy reflects a shift from pilot-driven experimentation toward large-scale, applied deployment, with the government emphasizing real-world impact rather than theoretical innovation.

At the core of the plan is the modernization of public administration. AI tools will be deployed to improve tax compliance, automate document processing, detect fraud in welfare programs, and enhance service delivery in healthcare and social protection systems. In healthcare, AI-powered diagnostics, hospital resource optimization, and predictive public health analytics are expected to reduce costs while improving outcomes, particularly in underserved regions.

The industrial component of the strategy focuses on boosting productivity in manufacturing, mining, logistics, and agribusiness. AI-enabled predictive maintenance, supply-chain optimization, and precision agriculture systems will be promoted through incentive programs and subsidized access to digital infrastructure. The government has identified agribusiness as a priority area, with AI-based climate modeling and crop monitoring tools designed to improve yields and climate resilience.

A significant element of the policy is data sovereignty. Brazil plans to expand government-controlled cloud infrastructure and national data centers to ensure sensitive public and industrial data remains under domestic regulatory oversight. Officials stressed that reliance on foreign platforms poses long-term strategic risks, particularly as AI systems become deeply embedded in governance and economic planning.

The strategy also includes workforce development initiatives, with new AI training programs introduced in universities, technical institutes, and public-sector academies. Ethical AI use, transparency, and accountability standards will be enforced through regulatory guidelines and independent oversight bodies.By aligning digital transformation with social safeguards, Brazil aims to position itself as a leader in inclusive, applied AI adoption across emerging economies, while strengthening state capacity and industrial competitiveness.
