Moscow and Region Complete Full Transition to Digital Sick Leave Certificates

Moscow and the surrounding Moscow region have completed the transition from using paper-based sick leave documentation to a fully digital certificate system. This move represents a significant milestone in Russia’s broader e-governance and digital transformation strategy for the healthcare sector. 

The electronic sick leave system connects key institutions, including employers, medical institutions, and the Social Fund, streamlining the process of initiating, tracking, and processing sick leave and maternity payments. This shift eliminates the administrative burden associated with paper forms, as information is now automatically transmitted, significantly improving efficiency and reducing bureaucracy for both patients and employers. 

The wider digital transformation in Moscow’s healthcare, which includes the unified medical information and analytical system (UMIAS) and AI platforms for medical imaging, provides the necessary infrastructure to support this new digital functionality. Ultimately, the goal is to enhance convenience and provide Russians with prompt and targeted access to social support, a priority also extended to a pilot program for self-employed citizens aiming to gain voluntary temporary disability insurance.
