China’s 15th Five-Year Plan Prioritizes Technological Self-Reliance and AI Dominance

China’s leadership has unveiled the core principles for its forthcoming 15th Five-Year Plan (2026–2030), emphasizing an intensified national push for technological independence and a strategic pivot toward high-quality, innovation-driven growth. The plan is a direct response to escalating external challenges, particularly tight US export controls on critical technologies like semiconductors and AI, which Beijing views as a threat to its national security and economic sovereignty. The goal is clear: to accelerate the shift from “Made in China” to “Created in China” by drastically reducing reliance on foreign suppliers and bolstering domestic resilience

The new blueprint explicitly calls for “substantial improvements in scientific and technological self-reliance and strength” and will steer the development of “new quality productive forces.” Key sectors prioritized for decisive breakthroughs include Artificial Intelligence (AI) integration across all industries (via the “AI Plus” initiative), integrated circuits, quantum computing, and advanced manufacturing. To achieve this, the plan mandates the creation of a new national system to mobilize resources and promote the deep integration of education, science, and talent development. Beyond technology, the plan focuses on sustaining growth by expanding domestic demand and improving social welfare. Measures will aim to boost consumption and improve quality of life through better education, healthcare, and social security, which the leadership views as essential for enhancing the productivity and confidence of the workforce. The final, detailed version of the 15th Five-Year Plan is expected to be officially approved and published in March 2026.
